Cătălin Tudor is an assistant professor with a PhD at Bucharest University of Economic Studies, with expertise in management information systems. He brings 20 years of experience analyzing, developing, and implementing IT solutions across the private and public sectors. He has led and coordinated digitalization projects of various scales for private-sector clients, including national and multinational companies.

Since 2019, he has been an ICT expert consultant for the World Bank, supporting Romania’s public administration digitalization. His work involves enhancing public services and offering specialized advice to organizations like the Ministry of Environment, Environmental Fund Administration, Ministry of Justice, General Secretariat of the Government, and National Agency of Public Servants.

His areas of expertise include consulting on the implementation of organizational information systems, aligning business processes and IT systems strategically, developing organizational information systems, formulating IT policies and strategies, developing organizational IT architecture, and conducting information systems security and audits, with research focused on emerging technologies applied in economics.
